An Israeli secret document states that one of the first Israeli settlement in the West Bank was built on the grounds of false and intended to violate international rules.The document was derived from sebuat meeting in 1970 held in the office of Israeli Military Affairs Minister, Moshe Dayan. The meeting was attended by several politicians, civil servants, and military leaders to discuss development plans Kiryat Arba settlement in the West Bank.Based on the report of the meeting minutes which revealed in the document, the participants agreed to build 250 houses with a claim for "security reasons".
