The Turkish president said he wanted to close the military academy and put the spy service and military chief of staff under the direct control.
Recep Tayyip Erdogan said the proposal would be submitted to parliament.
This is the latest step in a series of massive cleanup that is launched after the failed coup on July 15.
Authorities say Fetullah Gulen was behind the military coup that killed at least 246 people. US-based cleric who was repeatedly denied the allegations.
"We will introduce a constitutional package small, if approved, would make the National Intelligence Organization (MIT) and the military chief of staff under the control of the president," said President Erdogan told A Haber TV Turkey on Saturday (30/7).
"The schools will be closed military ... We will establish a university of national defense," he said.
Erdogan require a two-thirds majority vote to the proposal passed, because it must have the support of opposition parties.
Turkish military reshuffle announced on Thursday, including a dishonorable discharge 1,700 soldiers. Approximately 40% of the generals had been removed since the military coup.
More than 66,000 civil servants were dismissed from their posts and 50,000 passports were canceled, while the labor ministry is investigating 1,300 staff anyway.
A number of journalists were arrested and 142 media muzzled. Erdogan also declared a state of emergency for three months across the country.
President Erdogan even invading countries that criticize his actions, calling them to 'take care of your own affairs.'
He accused Gen. Joseph Votel, head of US Central Command, was 'in the coup plot.'
General Votel responded by saying that any reports stating that he was involved in the failed coup was "regrettable and totally inaccurate. '
